Browser-based tool estimates eligibility for Medicaid, SNAP, Rhode Island Works and child care assistance
PROVIDENCE, R.I., Oct. 1, 2026 — ITO Health, PBC, a Rhode Island public benefit company, today announced the launch of HealthEligible, a free, browser-based tool that helps Rhode Islanders find out which public benefits they may qualify for and what it takes to keep them. HealthEligible is available now at www.healtheligible.org on any phone or computer, and works by voice or by typing. There is nothing to download and nothing to pay.
"Many Rhode Islanders are struggling financially at the same time they're eligible for benefits and programs they don't know about," said Rahul Vanjani, MD, CEO of ITO Health. "HealthEligible asks a few simple questions, shows what you may qualify for and roughly how much you might receive, and tells you in plain language what paperwork you need and who to call. It also shows when a change in income could put a benefit at risk, so no one is caught off guard."
At launch, HealthEligible covers four Rhode Island programs: Medicaid, the Supplemental Nutrition Assistance Program (SNAP), Rhode Island Works (RIWorks), and the Child Care Assistance Program (CCAP). For each, the tool provides an eligibility check, an estimate of potential benefit amounts, a list of requirements and required documents, and contact links and phone numbers. It also points people to next steps if their coverage has changed.
HealthEligible differs from typical benefit screeners in several ways. It works by voice or text, so it can be used anywhere, at any time, without a paper form or without needing to go anywhere. Rather than a simple yes-or-no screen, it produces an estimated benefit amount and flags upcoming "benefit cliffs," where a change in income could put existing coverage at risk, and it is kept current as program rules change. After a screening, users can ask HealthEligible questions about how an estimate was reached. Coupling an underlying fully rule-based eligibility engine with an AI interface is ITO Health's deliberate and unique approach to widening access to benefits while the deterministic engine ensures the rigor and accuracy of all estimates.
The launch is supported by community partners Amos House, Community Care Alliance of Rhode Island and the Rhode Island Foundation, which will share HealthEligible with the families and communities they serve. The launch also has the support of the Rhode Island Department of Human Services (RI DHS).
To help Rhode Islanders find the tool, ITO Health is running public service advertising on bus shelters in communities across the state. The ads read: "Help is available, Rhode Island. Find benefits you deserve at HealthEligible," and include a QR code linking to www.healtheligible.org.

About ITO Health
ITO Health is a Public Benefit Company based in Providence, Rhode Island. It was founded, and is led, by clinicians and care workers who have seen how much of a care team's day goes to paperwork that stands between people and the care and benefits they qualify for.
ITO Health builds three tools with the staff who use them. MediKey helps people keep their Medicaid coverage through renewals. HealthBase turns what a client tells a care team into completed benefit applications and follow-up. HealthEligible is a free guide that shows people which public benefits they may qualify for.
As a Public Benefit Company, ITO Health is required by its charter to weigh patients' access to care alongside profit. Learn more at itohealth.org.
